Whilst this BSF project was terminated in 2010 by the changes in Government policy, the sample school project was allowed to continue. The Local Authority decided to procure the ICT through an OJEU compliant framework. However, the framework suppliers list contained only one company. PfS requested Poole to contract EdICTs to produce a value for money report to ensure that preferred bidder did not exploit their privileged position. Through the use of the Mercato Itelligence facility (Please see the separate Project for details) and through our knowledge of recent procurements, EdICTs was able to demonstrate to the client where profits were excessive. These prices were refined by the supplier prior to the contract being signed. This process resulted in demonstrable value for money procurement that could stand up to any form of scrutiny. This is imperative at a time when there is an increasing number of legal challenges under the EU Remedies Directive.
